New Changes to Requirements for Hazardous Waste Generators now in Effect

We previously did a series of blogs (www.altiras.com/blog) to explain the upcoming changes to RCRA regulations that will impact generators of hazardous wastes. The changes went into effect on May 30, 2017. The eight areas of change are:

Reorganization of the Hazardous Waste Generator Regulations and modifies the organization of the Preamble.
Changes to 40 CFR Part 260, which covers definitions
Changes to 40 CFR Part 261, requiring biennial reporting by facilities that recycle hazardous waste without storing it.
Changes to 40 CFR Part 262, which covers the standards applicable to generators of hazardous waste
Additional changes to 40 CFR Part 262 for generators that would ordinarily have changed status due to an episodic event
Additional changes to 40 CFR Part 262 clarifying expectations related to Preparedness, Prevention, and Emergency Procedures for SQG’s and LQG’s
Technical corrections and changes to 40 CFR Part 257

About Todd Pencarinha

With more than 25 years of experience in the chemical-processing industry, Todd Pencarinha serves as president of Altiras, a Houston-based company that provides beneficial use and reuse solutions for secondary chemicals. Committed to improving the disposition of secondary chemicals worldwide, he oversees the development of the processes and technologies utilized by Altiras to reduce waste and maximize the value of by-products, co-products, and used chemicals. Together with the Altiras management team, Todd Pencarinha has established five separate business lines geared toward achieving these goals.

Prior to joining Altiras, Todd Pencarinha maintained responsibilities as vice president of Emergent Industrial Solutions, where he created a beneficial reuse business strategy that over a six-year period resulted in growth of revenue to just under $10 million per year. He has also worked as a project manager and lead consultant for LyondellBasell. As a project manager, Mr. Pencarinha directed successful fulfillment of Lyondell’s share of the Channelview Cogeneration Project, a joint project with Reliant Energy that supplied Channelview, Texas, with 800 megawatts of energy.

Todd Pencarinha holds a BS in chemical engineering from the Ohio State University and an MBA with a concentration in entrepreneurship from the University of Texas at Austin. During his undergraduate studies, he conducted distinctive research into heterogeneous catalysis.
